Puppeting:
In simple terms is is taking control of characters, that aren't yours, and having them do actions that their real owners do not wish you to make.
Puppeting is not only rude, but it is also very disrespectful to the other players. It goes against the very idea of role playing since role playing is in fact, interacting with other people who have their own views and desires to create a interweaving storyline. Where each person can come and share their own ideas, and have their character show a little part of them as they do continue in the created storyline. Each character is different, as each player is different, thus their character may react differently than you think he or she would, so don't presume to control any character but your own.
If the NPC is a general character, and it intended just so that there are "Extras" in the background.
(i.e. some random villagers, or some people flying a kite on a near by field.) Then every person should be allowed to use the NPC, without it being determined puppeting, since no particular character has claim to the NPC. Although, make sure that this is ok with the ST/GM, and not to keep them along with you for the rest of the story. Or, bring them into combat with you.
However, if a person introduces an NPC as a minor character, for the point of using them for some purpose, then it would be puppeting to declare the person doing an action without the originators consent. If you are confused if the NPC is or is not going to be a minor character in the storyline, make sure to ask the ST/GM of the board.
Please be sure to find out what type of NPC is safe to control. Most cases, if the ST/GM did not give permission to puppet the “extra” NPC(s) don’t.
